upgraded Fios from 15/5 to 25/25 after a month still on 25/25

So i upgraded my Fios internet that was orginally on 15/5 to 25/25, after even paying for a month worth of the service, im still getting 15/5 speed. I've been on the speedtest on verizon and speedtest.net both are the same being stuck at 13.6mbps download speed and 4mbps upload. Spoke with a tech for 2 hours and optimized computer, resetted router, ONT, and main box still the same thing. I paid 1 month of this service without getting it. Fix my problem and refund me my one month or im cancelling.
