FiOS Quantum Speed Problem

Hello,

I am paying for FiOS Quantum Internet Speeds Up to 75 Mbps/75 Mbps.

Verizon speed test results are showing 4.78 Mbps / 15.76 Mbps on my direct wire connected to router computer running Windows 8.1(this is from Speedtest.net -http://www.speedtest.net/my-result/4355957089)

I think Verizon should be more specific when offering speed up to 75 mbps, I know 5 is in up to 75. But this is cheating.

Is this common practice in Verizon?
