Router IP Address Management Questions

Couple of questions regarding IP addresses.

First, how do I change the IP address assigned to a device?

Second, if I want to add a new static IP for a device with a MAC address that is already stored in the router's MAC address table, is there a way to delete the address from the table so I can add it as a new static IP address?
