Is there anyone at Verizon I can complain to about lack of FIOS?

I work on 46th Street in Manhattan.  Not quite a small town location.  I've been trying to get FIOS in there building where I work for about three years with no success.  My options are TWC cable (unreliable) and Time-Warner Fiber (ridiculously expensive).

Does anyone know any email addresses or contact information for ANYONE at verizon to whom I can complain?

Failing that, does anyone kow of any alternative to both Verizon and Time-Warner?
