verizon sucks, it cancelled my payments and then charge me surcharge fee

For my bill in April I really set up a couple of payments to pay the balance to negative. But Verizon cancelled some of the payments, and then said I did not pay the bill in full and surcharge me $7. Verizon sucks. I am going to submit my case to BBB.
