Moving to a Non-Fios Area- being charged a Breach of Contract Fee

I am really upset with Verizon and their customer service.  Recently I learned that I am transferring to another unit located in Georgia.  I went online to set-up the transfer of services and was not able to do so.  I called the customer service number and the "Supervisor" that took the call stated that Fios is not available in Georgia.  I asked her what did I need to do, as I have to move and I like the service so I didn't want to cancel.  I was told that unfortunately they don't do business in Georgia and because I'm in a contract, I will be assessed a breach of contract fee to the tune of $204.00.

I reiterated to her that I was not canceling my service.  I want the service but they didn't offer it, so how was I breaching the contract?  Verizon is actually not providing me the service I want.  The Supervisor kept stating "you're in a contract".  Then she stated that the contract was with the current address; which didn't make sense.  I then I asked her for her manager's name and title. She provided me with a first name only and said his title was "Supervisor".  I then asked what was this person's manager's name and title.  She provided me with a second name but didn't know his title either.  Of course I thought that was odd, as how can you work for someone and not know their basic information to provide to customers.  Needless to say, I am not done with this matter.  I think it is appalling that I'm being charged a "breach of contract fee" when I'm not the one breaking the contract.  And if I were to go by the statements of the Supervisor, in that the contract is with the current address, then why isn't Verizon charging the address the "breach of contract fee".

I am very disappointed in how this person handled the case.  As I was asking her the names of her managers etc..she kept saying they don't have the authority to waive the fee. I'm not sure how long I will be in Georgia but if Fios does make its way there, I will probably not sign up for it again.  To have a "contract" that locks a person in, even when they are not able to provide the service is ridiculous and almost seems criminal.
